The landmark is defined by a three-story wooden boardwalk and observation tower extending over a sharp coral reef into the Philippine Sea. The wave itself is a thick, hollow right-hand barrel that breaks over a shallow reef table. The surrounding area features white sand beaches, coconut palm groves, and a high concentration of resorts and surf shops built from wood and thatch.

The site is located at the end of Tourism Road in General Luna, approximately 4 kilometers from the town center. Access is via motorcycle, tricycle, or on foot along the paved coastal road. A large public parking area for two-wheeled vehicles is located at the entrance to the boardwalk. Public transport is limited to local tricycle hires.

The break was first popularized by traveling surfers in the late 1980s and was named by American photographer John Callahan after the "Cloud 9" chocolate bar. Geologically, the site is a fringing coral reef platform. The boardwalk was originally constructed in the 1990s to allow surfers and spectators access to the edge of the reef without damaging the coral or their feet.

The peak surfing season occurs from September to November when the strongest swells reach the coast. For non-surfers, the best time for photography is during sunrise or high tide when the water fully covers the reef under the boardwalk. Low tide is optimal for walking along the exposed reef flats, though footwear is mandatory.

Local legend suggests the wave was kept a "secret" by early international surfers for years before the name appeared in a 1993 issue of Surfer Magazine.
