The building features a rigorous Neoclassical granite exterior with a monumental entrance and a central courtyard known as the Nations' Room (Pátio das Nações), covered by a massive glass and iron octagonal dome. It is renowned for its high-fidelity decorative arts, including intricate wood carvings, frescoed ceilings, and gold-leaf ornamentation.
