Ho serves as the administrative and commercial capital of the Volta Region, functioning as a key transit point for agricultural trade between the Ghanaian coast and the Togolese border. It is situated in the Ho-Middle Volta basin between Mount Adaklu and Mount Galenukui, approximately 160 km northeast of Accra.

Founded by the Ewe people during their westward migration from Notsie (Togo) in the 17th century, Ho became a significant administrative center under German Togoland (1884–1914). Following World War I, it transitioned to British Togoland and eventually integrated into Ghana post-1956 plebiscite.
