The park was developed as part of a larger urban redevelopment project in the late 1980s and early 1990s. The beach itself is artificial, created by importing sand. Fukuoka Tower was completed in 1989 to commemorate the city's 100th anniversary. Marizon was constructed shortly after, serving as a commercial and leisure hub.
