Gabala (formerly Chokhur Gabala) was the capital of Caucasian Albania for nearly 600 years, beginning in the 4th century BCE. It transitioned from an ancient political powerhouse to a minor regional center after being destroyed by 18th-century invasions. The most significant architectural reconstruction occurred in the mid-2000s, transforming it into a "second capital" for tourism and diplomacy. The primary event shaping the current urban form was the massive state-led investment in the Tufandag Mountain Resort and the construction of the Gabala International Airport in 2011.

Traffic density is low, though the road to Tufandag experiences congestion during ski season and summer festivals.

Gabala hosts the annual Gabala International Music Festival, attracting world-class classical performers. The archaeological site of Chokhur Gabala remains one of the few places in the world where the foundations of a 2,000-year-old capital are almost entirely accessible for research.
