Akpınar Park is situated 7 kilometers southeast of Ankara's city center. Access is via Turan Güneş Boulevard. Public transport options include EGO bus lines 173 and 488, which stop directly at the park entrance. Limited on-street parking is available along the boulevard; a designated parking lot with capacity for 50 vehicles is located on the western side of the park.

The park was established in 1985 by the Ankara Metropolitan Municipality. Its design aimed to create a functional urban green lung. The lake is fed by a municipal water supply system.

Activities include walking on the paved paths, picnicking on the lawns, and observing waterfowl on the lake. A children's playground is located in the northeastern section. Boat rentals are not available.

A local anecdote suggests that the park's construction was accelerated to provide a green space for a visiting dignitary in the mid-1980s. The lake's water level is maintained consistently year-round.
