The park is approximately 1.5 km east of the Gomel Railway Station.

The park's origins trace back to the late 18th century when Count Pyotr Rumyantsev-Zadunaisky established a palace and park complex on the site of the former Gomel castle. The current layout and landscaping largely developed during the 19th century under the ownership of the Paskevich family. The primary purpose was a private estate and recreational grounds for the nobility, later transitioning into a public park in the Soviet era. It is a man-made landscape, not a natural ecological formation.

The park's territory contains an ancient burial mound, believed to be the resting place of a tribal leader from the Dregovichian tribe, dating back to the 10th century. This mound predates the palace complex by centuries and is one of the oldest historical markers in Gomel.
