OCT East is situated approximately 20 kilometers east of Shenzhen's city center. Access is primarily via the Yanba Expressway (S30) and the Shenshan Expressway (S3). Parking is available at designated lots within each major park area, with fees applicable.

OCT East was developed by Overseas Chinese Town Enterprises (OCT Group) and opened in phases starting in 2007. The site was chosen for its natural topography, incorporating existing mountainous terrain and coastal views. The ecological environment consists of subtropical evergreen broad-leaved forest.

A unique feature of Tea Stream Valley is the large-scale outdoor performance "Splendid China," which utilizes advanced stage technology and natural scenery. Local folklore sometimes refers to the mountains as having protective spirits.
