The park was commissioned in 2015 by the Kumasi Metropolitan Assembly (KMA) under the administration of Kojo Bonsu. It was named after Captain Robert Sutherland Rattray, a Scottish colonial administrator and anthropologist who performed extensive research on Asante culture. The site was converted from a neglected green space into a managed recreational zone to improve the city's tourism infrastructure.
