Rock Creek Recreation Area is situated 5 miles southwest of downtown Hastings, Nebraska. Access is via County Road 14 (also known as Old Hastings Road). The park entrance is clearly marked. Parking is available at designated lots near the reservoir's east and west shores. No public transport services operate directly to the recreation area.

The reservoir was constructed in 1968 as part of a flood control and water conservation project managed by the local Natural Resources District. The land itself is part of the Great Plains prairie ecosystem, characterized by its grassland biome.
