The structure is a white, domed cylinder with a diameter of 28 meters and a height of 16 meters. Its exterior is clad in pre-cast concrete panels. A shallow, circular pool surrounds the base of the building. The interior features a central, open space with exhibition galleries arranged around the perimeter on two levels.
