Parking is available within Ulsan Grand Park's designated lots, with capacity for over 2,000 vehicles. Public transport options include Bus Line 114, which stops at the Ulsan Grand Park entrance.

The park was developed as part of the Ulsan Grand Park expansion project, completed in 2005. Its purpose was to provide green space and recreational facilities within a heavily industrialized city. The site was previously undeveloped land.
