Rexburg is the seat of Madison County and the cultural center of the Upper Snake River Valley. It is defined by the presence of Brigham Young University-Idaho (BYU-I) and its history of recovery following the 1976 Teton Dam flood.

Founded in 1883 by pioneers of the Church of Jesus Christ of Latter-day Saints led by Thomas E. Ricks, the town was named "Rexburg" (a derivation of the German Rex for Ricks). Its development was centered on agricultural irrigation and the 1888 establishment of the Bannock Stake Academy. On June 5, 1976, the city was nearly destroyed when the Teton Dam failed, sending 80 billion gallons of water through the valley. The rapid rebuilding of the city following the disaster is a central point of local identity.
