The Semberija Museum is the oldest surviving civil building in Bijeljina, serving as the primary repository for the region's cultural and archaeological heritage. While no medieval "castle" exists in the city center today, this historic structure-formerly the Turkish municipal administration building or Konak-functions as the city's architectural anchor.

The building is a two-story masonry structure featuring a rectangular footprint and a symmetrical facade. It is constructed from solid brick and stone, finished with a white and pale yellow plaster exterior. The roof is a traditional hipped design covered with clay tiles, characteristic of 19th-century administrative architecture in the Balkan-Ottoman transition style.

The landmark is located at Karađorđeva 2 in the central pedestrian zone of Bijeljina. It is approximately 500 meters from the main bus station and directly adjacent to the City Park. Vehicle access is restricted on Karađorđeva street, but public parking is available at the nearby Trg Kralja Petra I Karađorđevića.

Built during the late Ottoman period in the mid-19th century, the structure originally served as the Konak (residence and administrative seat) for the local Turkish authorities. It was later repurposed for various administrative functions during the Austro-Hungarian administration (1878–1918) before being converted into the Semberija Museum in 1970.
