Construction of the Dragão do Mar Cultural Center began in the late 1980s and it was inaugurated in 1992. The project was conceived to revitalize the Praia de Iracema area and provide a dedicated space for cultural activities. The architectural design is attributed to architect João Figueiras. The site itself is on reclaimed land along the coastline.
