Oasis 21 is situated directly above Sakae Station, a major subway interchange. Access is via the Nagoya Municipal Subway Higashiyama Line or Meijo Line to Sakae Station. The complex is directly connected to the station's underground concourse. No dedicated parking is available on-site; visitors should utilize public parking facilities in the Sakae district. Several bus routes stop at Sakae Station.

Oasis 21 was completed in 2001 as part of the Nagoya City Urban Redevelopment Project. It was designed by architect Hiroshi Hara. The original purpose was to create a public space that integrated nature, water, and urban life, serving as a hub for recreation and events.
