On December 14, 1944, fearing an Allied invasion, Japanese soldiers herded approximately 150 American POWs into underground air-raid shelters, poured gasoline on them, and set them on fire. Only 11 prisoners managed to escape the "Palawan Massacre." The park was restored and converted into a memorial to honor those who died.
