Public transport routes 1, 3, and 9 stop at the "Shevchenko Park" bus stop on Sobornyi Avenue.

The park was established in 1935. Its original purpose was to provide a green recreational zone for the growing industrial city. The site was previously undeveloped land. The pond is an artificial feature, created during the park's initial development.
