The park was established in 1907, named after Julia Davis, the wife of Thomas K. Davis, a prominent Boise businessman. The land was donated by the Davis family. The park's development transformed a portion of the Boise River floodplain into a recreational area. The Boise River itself is a tributary of the Snake River, originating in the Sawtooth Mountains.
