Pelican Bay Community Park is located at 3000 Summers Lane, Klamath Falls, OR 97601. It is approximately 5 kilometers (3.1 miles) south of the Klamath Falls city center. Access is via Summers Lane, which connects to Oregon Route 39. A dedicated parking lot with approximately 50 spaces is available on-site. Public transport options are limited; however, the Klamath Area Transit System (KATS) Route 3 bus stops within a 0.5km walk of the park entrance.

The park was developed by the City of Klamath Falls and opened in 1998. The lake is a man-made reservoir, originally constructed for agricultural irrigation purposes. The surrounding land is part of the Upper Klamath Basin, an area characterized by volcanic soil and a semi-arid climate.

Activities include swimming and sunbathing at the designated beach area. Fishing is permitted from the shoreline. Kayaking and paddleboarding are available on the lake. Local lore suggests that the lake was once a favored resting spot for migratory pelicans, hence its name. A verified historical fact is that the land was part of a larger ranch established in the early 20th century.
