Toompea Castle is a medieval fortress and governmental complex situated on Toompea Hill in Tallinn, Estonia. It currently houses the Parliament of Estonia.

The complex features a blend of architectural styles, primarily medieval and Baroque. The eastern facade, facing Lossi plats, is a pink Baroque palace. The western and northern walls retain their medieval limestone construction. The most prominent feature is the Pikk Hermann tower, a grey limestone defensive tower rising 45.6 meters from the castle base.

Toompea Castle is located at Lossi plats 1, atop Toompea Hill, approximately 0.5 km west of Tallinn's Lower Town center. Access is primarily by foot via Pikk Jalg or Lühike Jalg streets. Limited paid street parking is available on Lossi plats. Several bus lines, including 40 and 46, have stops at the base of Toompea Hill, such as "Toompea" or "Balti jaam" (train station, 0.7km north).
Historical & Ecological Origin
The site's first known fortification was a wooden stronghold built by ancient Estonians in the 10th or 11th century. Stone castle construction commenced in the 13th century under Danish rule, later expanded by the Livonian Order. The current Baroque palace facade was constructed between 1767 and 1773 by architect Johann Schultz, transforming the fortress into an administrative building. Its original purpose was a defensive stronghold and later a seat of power.

Visitors can observe the daily flag-raising ceremony at the top of Pikk Hermann tower at sunrise and lowering at sunset. The castle courtyard and exterior walls are accessible for viewing. Public tours of the Parliament building are available on specific days, requiring prior registration.

The best time for photography of the eastern Baroque facade is in the morning, when the sun illuminates the pink plaster. The months of May through September offer the most favorable weather conditions, with milder temperatures and less precipitation. There are no tide-dependent access requirements.
Facts & Legends
A local legend states that Toompea Hill was built by Linda, the mythical wife of Kalev, who carried stones to the site to create a burial mound for her husband. The castle has been continuously occupied as a seat of power for over 800 years by various rulers, including Danes, Germans, Swedes, and Russians, before becoming the home of the Estonian Parliament.
