The city was the site of the first Spanish settlement in 1565, established by Miguel López de Legazpi. It was previously a thriving rajanate under Rajah Humabon. Movement is facilitated by Jeepneys and Beep (modern buses). There is currently no rail transit, though the Cebu Bus Rapid Transit (BRT) system is under construction. Inter-island transit is centralized at the Cebu Port Piers. The CCLEX (Cebu-Cordova Link Expressway) connects the city to Mactan Island. Ride-sharing via Grab and Maxim is universal. Traffic density is extreme, particularly on Sanciangko and Escario streets.

The safety level is moderate to high. Avoid the interior alleys of Ermita and Pasil after dark. The Colon Street area requires vigilance against pickpockets, particularly during the night market. Use only metered taxis or Grab-hailed vehicles.
