TOPS Cebu, formerly known as Tops Lookout, is a premier observation deck located in the Busay highlands of Cebu City. After a significant renovation, it has reopened as a modern commercial and leisure complex.

The site is characterized by its large, circular concrete structures and a vast stone-paved plaza. The architecture is minimalist and modern, designed to frame the panoramic views. The complex features a series of circular arches and a large viewing deck that offers a 180-degree unobstructed vista of Metro Cebu, Mactan Island, and the sea beyond. At night, the area is strategically illuminated, providing a sophisticated atmosphere.

Transport: * Tops Bus: A dedicated shuttle service often operates from JY Square Mall in Lahug.

Habal-habal: Motorcycle taxis are available but require caution due to the steep, winding roads.

Originally built as a simple stone-walled lookout point, Tops has been the city's primary vantage point for decades. The recent redevelopment transformed it from a basic viewing area into a multi-use destination with restaurants and amenities. It sits at an elevation of approximately 600 meters above sea level, within the cooler, high-altitude zone of the Central Cebu Protected Landscape.
