Public transport options are limited; however, Emporia Area Regional Transit (EAR) bus route #3 stops at the intersection of West 12th Avenue and Elm Street, which is a 0.4 kilometer walk to the park's eastern entrance.

Memorial Park was established in 1947 as a tribute to the citizens of Emporia who served in World War II. The central monument was dedicated in 1950. The park occupies land that was formerly agricultural, with the current landscaping designed to provide open space and recreational opportunities.
