The Rockhal was inaugurated on September 23, 2005, as a centerpiece of the Belval redevelopment project, which transformed a former brownfield steel plant into a modern urban quarter. It was designed by the architectural firm BENG as a "Music Resources Centre" to support local artists through rehearsal rooms and a media library, in addition to hosting international tours.
