The development of Dubai Marina began in 2003, conceived as a large-scale waterfront development project by Emaar Properties. The site was previously a desert area and part of the Jebel Ali Racecourse. The waterway was created by dredging and excavating a section of the desert to connect to the Persian Gulf. The project's primary purpose was to create a residential and tourist hub with a focus on waterfront living.
