Public transport options include NFTA Metro Bus routes 40 and 55, which stop at the Niagara Falls Transportation Center, approximately 1.6km from the island's entrance. Pedestrian access is via bridges from the mainland park area.

Goat Island was formed by the erosive action of the Niagara River and Falls over thousands of years. Historically, it was used by the Seneca people. In the late 18th century, it was reportedly used to graze goats, leading to its current name. A local legend states that a Seneca warrior named Tso-na-wa, seeking to escape his enemies, leaped from Goat Island into the Niagara River and survived by swimming through the rapids. Geologically, the island's erosion rate is approximately 1 inch per year, a process that has significantly altered the falls' shape over centuries.
