Culion has a unique and somber history. In 1906, it was established by the American colonial government as a leper colony, at one point becoming the largest and best-equipped leprosarium in the world. It remained isolated for decades until the discovery of a cure for leprosy. In 2006, the World Health Organization declared Culion leprosy-free. The island is now a "Living Museum" dedicated to the resilience of its inhabitants.
