The building was constructed in 1911 as the Dominican Hill Retreat House and later served as a refugee camp during World War II. In 1973, it was converted into the Diplomat Hotel. After the death of its owner in 1987, the hotel ceased operations and fell into ruin. The site was declared a National Historical Landmark and is now managed by the city government as a heritage park.
