Its banks are lined with a combination of concrete retaining walls and landscaped slopes planted with native grasses and trees. The park is divided into four themed zones: Nature Cove, Recreation Zone, Heritage Zone, and Green Gallery. Paved pathways for cycling and walking run along both sides of the waterway. Lighting is installed along the pathways for evening use.

Parking is available at the Punggol Waterway Park Carpark, located near the main entrance. Public transport options include the MRT, with the nearest station being Punggol MRT (NE17/PTC). From Punggol MRT, bus services 3, 62, 82, 83, 84, 136, and 386 operate routes that stop near the park. Alternatively, a 15-20 minute walk from Punggol MRT is possible.

The park was developed as part of Singapore's "Active, Beautiful, Clean Waters" (ABC Waters) program, transforming urban waterways into aesthetically pleasing and functional community spaces. The Punggol Waterway itself was constructed as part of the Punggol 21-Plus housing development plan, completed in 2011. The park's design incorporates elements of the area's former agricultural past, with landscaping that mimics natural riverine environments.

Late afternoon (4:00 PM - 6:00 PM) also provides favorable lighting conditions. The best months for weather are generally between February and April, which tend to be drier. Humidity is consistently high throughout the year.
