The Naval Heritage Collection (Zbirka pomorskog naslijeđa) is a specialized military museum located in the northern sector of Porto Montenegro, Tivat. It occupies a restored 19th-century Austro-Hungarian sawmill building and serves as the primary repository for the maritime and industrial history of the former "Arsenal" naval shipyard.

The museum is housed in a two-story industrial stone building with large arched windows and a gabled roof. The exterior grounds function as an open-air exhibition space, dominated by two large Yugoslav-era submarines. The interior features high ceilings, exposed wooden beams, and a curated display of over 300 artifacts ranging from heavy machinery to delicate navigational instruments.

The site is situated at the northern end of the Porto Montenegro village, directly adjacent to the Knightsbridge International School. Access is via the E65 Adriatic Highway and the internal roads of the marina. Pedestrian access is via the coastal promenade from the Tivat city center. A dedicated parking lot is located 100 meters north of the museum entrance.

The collection was established following the 2006 decommissioning of the Sava Kovačević Naval Repair Yard (The Arsenal). The main building dates to the late 19th century, originally serving as a timber processing facility for the Austro-Hungarian Navy. The museum was officially opened to the public in 2011 to preserve the technical legacy of the shipyard that operated on the site for 118 years.

The primary highlight is the P-821 "Heroj" submarine, a 50-meter-long Yugoslav vessel that visitors can enter for guided interior tours. Morning hours are optimal for touring the P-821 submarine before temperatures rise, as the interior lacks modern climate control. Photography of the submarines is best in the late afternoon when the sun illuminates the vessels against the Tivat Bay backdrop.
Facts & Legends
The P-821 "Heroj" submarine remained in active service for 23 years and never fired a torpedo in combat. A historical oddity in the collection is the "Princess Ksenija" motorboat, which was used by the Montenegrin royal family in the early 20th century. Local former shipyard workers often serve as guides, providing technical accounts of the cold-war era maintenance performed on-site.
