Limited visitor parking is available on-site, with priority given to official vehicles. Public transport options include bus lines 31 and 51, which stop near the main entrance. The nearest metro station is Rustaveli, requiring a further 20-minute walk or short taxi ride.

The current structure was originally built between 2003 and 2009, designed by architect Giorgi Batiashvili. It was conceived as a modern administrative complex to house the presidential administration and offices. Prior to this, presidential functions were conducted from various other locations in Tbilisi.

Exterior viewing of the palace architecture is permitted from the perimeter. Guided tours of the palace interior are not generally available to the public. Visitors can observe the changing of the guard ceremony, which takes place daily at 11:00 AM in front of the main entrance.
