The Pantheon is a memorial monument located in the Sea Garden of Varna, dedicated to those who died in the struggle against fascism between 1923 and 1944.

The monument is a massive concrete and stone structure built in the brutalist architectural style. It features a central open-air ossuary and a large, circular plaza. The exterior is decorated with seven bronze high-reliefs depicting scenes of revolutionary struggle, military defense, and civilian life. Two massive figures of fighters dominate the central part of the monument.

The Pantheon is situated in the central section of the Sea Garden, near the "Muzeya" and "Pantheon" park alleys. It is approximately 1.5 km from the Varna city center and the Archaeological Museum. The site is entirely pedestrian. The nearest vehicle access is via the "Knyaz Boris I" Boulevard, with parking available in the "Blue Zone" around the park boundaries or at the entrance to the Saltanat district.

Inaugurated on November 6, 1959, the monument was designed by sculptor Valentin Starchev and architect Vladimir Milkov. It originally contained an "eternal flame" and served as a ceremonial center for state events during the socialist era. The site is surrounded by dense parkland featuring mature chestnut, lime, and plane trees typical of the Varna Sea Garden.
